Соопштение за медиумите – Илјадници бегалци и мигранти се жртви на екстремни злоупотреби на човековите права во текот на очајничките патувања

Според нов извештај кој излезе вчера во соработка помеѓу УНХЦР, Агенцијата на ОН
за бегалци и Центарот за мешани миграции (ММЦ) при Данскиот совет за бегалци,
илјадници бегалци и мигранти умираат, додека многумина се соочуваат со екстремни
кршења и злоупотреби на човековите права за време на нерегуларните патувања
помеѓу Западна и Источна Африка и африканскиот средоземен брег. Извештајот
насловен „На ова патување, никој не се грижи дали ќе преживееш или ќе умреш“ –
Злоупотреба, заштита и правда на рутите помеѓу Источна и Западна Африка и
африканскиот средоземен брег, зборува како повеќето лица кои тргнале по овие
рути се жртви или сведоци на невидена бруталност и нечовечност од страна на
криумчари, трговци со луѓе и паравојници, а во некои случаи и државни службеници.

„Предолго веќе страшните злоупотреби врз бегалците и мигрантите на овие копнени
рути остануваат главно невидливи“, изјави Високиот комесар на ОН за бегалци,
Филипо Гранди. „Овој извештај ги документира убивањата и бруталното широко
распространето насилство насочено кон очајни луѓе кои бегаат од војни, насилство
и прогон. Потребно е силно водство и координирани активности од страна на
државите во регионот, кои со поддршка на меѓународната заедница ќе ја прекинат
оваа суровост, ќе ги заштитат жртвите и ќе ги обвинат одговорните за криминалот“.

Претставништвото на УНХЦР во Скопје е исто така загрижено околу бројот на смртни
случаи на територијата на Северна Македонија: во 2019 година беа документирани
9, а оваа година досега се бројат уште 7 жртви на овие сурови патишта. На 30 јули,
Светскиот ден против трговијата со луѓе, повикуваме на зајакната заштита на луѓето
кои се движат во потрага по безбедност.

Собирањето точни податоци за смртните случаи во контекстот на нерегуларни
мешани движења кои се во контрола на трговците и криумчарите на луѓе е
неверојатно тешко бидејќи многу од нив се случуваат во сенка, далеку од погледите
на властите и нивните формални системи за менаџирање на податоците и
статистиките. Сепак, резултатите на извештајот кој се темели на програмата за
собирање на податоци на ММЦ, како и податоци од дополнителни извори, велат дека
најмалку 1.750 лица загинале на овие патувања во 2018 и 2019 година. Ова укажува
на најмалку 72 смртни случаи месечно, што ја прави оваа рута една од
најсмртоносните бегалски и мигрантски рути во светот. Овие смртни случаи се згора

на илјадниците кои починале или исчезнале последниве години во обидите за
очајнички патувања преку Средоземното Море до Европа, откако стасале до
северниот африкански брег.

Press release – Thousands of refugees and migrants suffer extreme
human rights abuses on their desperate journeys

A new report released yesterday by UNHCR, the UN Refugee Agency, and the Mixed
Migration Centre (MMC) at the Danish Refugee Council shows that thousands of refugees
and migrants are dying, while many are suffering extreme human rights abuses on irregular
journeys between West and East Africa and Africa’s Mediterranean Coast. The report titled
‘On this journey, no one cares if you live or die’. Abuse, protection, and justice along routes
between East and West Africa and Africa’s Mediterranean coast, details how most people
taking these routes suffer or witness unspeakable brutality and inhumanity at the hands of
smugglers, traffickers, militias and in some cases even State officials.

“For too long, the harrowing abuses experienced by refugees and migrants along these
overland routes have remained largely invisible,” said Filippo Grandi, UN High
Commissioner for Refugees. “This report documents killings and widespread violence of
the most brutal nature, perpetrated against desperate people fleeing war, violence and
persecution. Strong leadership and concerted action are needed by States in the region,
with support from the international community, to end these cruelties, protect the victims
and prosecute the criminals responsible.”

The UNHCR Representation in Skopje is also concerned with the high number of deaths
of people on the move on the territory of North Macedonia: in 2019, 9 individuals lost their
lives, while this year, up to now, 7 more lives were lost on these harsh journeys. On 30
July, the World Day Against Trafficking in Persons, UNHCR calls for increased protection
for the people on the move in search of safety

Details from the Report:
Collecting accurate data on deaths in the context of irregular mixed population flows
controlled by human smugglers and traffickers is extremely difficult as many take place in
the shadows and away from the view of authorities and their formal systems for managing
data and statistics. However, the report’s findings, primarily based on MMC’s 4Mi data
collection programme, and data from additional sources, suggest that a minimum of 1,750
people died on these journeys in 2018 and 2019. This represents a rate of least 72 deaths
per month, making it one of the most deadly routes for refugees and migrants in the world.
These deaths are in addition to the thousands who have died or gone missing in recent
years attempting desperate journeys across the Mediterranean Sea to Europe after
reaching north African shores.

“When we arrived [at Bani Walid] armed men forced us into an underground cell, with 500 other prisoners and beat us all day and all night. We were told to call our families and they demanded 10,000 Dinars (US$7,000) for each of us.”
Yasir, a Sudanese asylum-seeker forced to flee persecution in his country, is recovering at UNHCR’s Emergency Transit Mechanism (ETM) camp outside Niamey. After fleeing Darfur, Yasir was illegally detained by a militia in Tripoli and kept in centres where he was routinely beaten and humiliated. ; Sudanese asylum-seeker, Yasir, arrived in Niger on an ETM evacuation flight out of Libya in April 2019. Yasir comes from an ethnic group associated with rebellion and freedom fighting in Darfur. Despite having no association with the group, he was targeted and tortured. He fled aged 11 to his father in Uganda, who had already left. But his mother could not come and when he was 15 he went back to see her. In Darfur, he was immediately arrested and tortured before being dumped on the streets. Trying to escape again, he ended up being smuggled by a network of traffickers to Kufra warehouse in Libya and coerced into paying a fee to be released. But instead of being freed, he was sold to another smuggler and taken to the infamous Bani Walid warehouse. When he tried to escape with a group of other Sudanese refugees, the smugglers shot through the door, killing seven refugees and injuring many more, including Yasir, who was shot in the foot. For punishment, they were tortured for four days, electrocuted in a swimming pool and had plastic burned onto their skin. All of this was filmed and sent to their families. After Bani Walid, Yasir was taken to Sabratha detention centre, then Gaser Ben Gashir, until after more than a year, UNHCR evacuated him in April 2019.
